PURPOSE
The New England Municipal Clerks' Institute & Academy (NEMCI&A) is an intensive program of continuing professional education for those in attendance. The purpose is to assist Clerks in developing and maintaining the high level of administrative expertise needed for the successful operation of increasingly complex municipal governments. Population changes, increased municipal responsibilities and extensive social and legislative changes have increased both the difficulty and importance of the Clerk's function. With increased responsibility comes a need for professional education to aid the Municipal Clerk in acquiring the necessary new skills and knowledge, while developing and strengthening those already in use. Over 500 cities and towns have sent Clerks to the New England Municipal Clerks' Institute and Academy.
HISTORY
NEMCI&A has evolved over the years, offering professional continuing education for area Clerks. It was developed under the direction of the Rhode Island Department of Community Affairs and the guidance of the New England Association of City and Town Clerks. It has grown from one class with 32 students to the point where it now has three Institute classes and several advanced Academy classes. In 1979, an Advisory Board, now called the Board of Directors, was set up by the New England Association of City and Town Clerks to conduct the Institute and Academy. This Board is made up of two Clerks from each New England state.
INSTITUTE 1
The first year is for Clerks who have not attended an Institute previously. It is an introductory course in public administration with lectures on the topics of communication skills, decision making, management theory, inter-governmental relations, government procedures, media relations and written communication. Clerks in Year 1 will experience practical "nuts-and-bolts" lessons in general and theoretical courses. Poster Contest is required for Institute I.

INSTITUTE II
The second year is for continuing Clerks. It is an intermediate level course with continuing lectures on the skills of professional administration, management, decision-making, written communication, public speaking, parliamentary procedure, interpersonal communication, etc. Clerks in Year 2 will continue to develop their professionalism and learn through interaction with each other.

INSTITUTE III
Year three is the final year of the Institute and allows Clerks to complete the educational requirements for CMC certification. It continues the emphasis on public relations, decision making, personal development, management and professionalism. It is topped off with a banquet and graduation at which the Clerks who successfully completed the three year Institute program will receive their certificates.

ACADEMY
Academy classes are advanced professional education for experienced municipal clerks. Participants must be:
- A graduate of the New England Municipal Clerks Institute (NEMCI)
OR
- A Certified Municipal Clerk (CMC) actively working toward the Master Municipal Clerk (MMC) designation
This year, we are offering TWO programs for Academy attendees - a Two-Day Advanced Academy and a Five-Day Advanced Academy Programs.
